Is pressed power a foundation or?

is pressed powder a foundation that covers up blemishes even skin tone and stuff like that,or powder that goes OVER foundation like a mineral veil? if it is a foundation that cover, plz tell me some good ones

You did not mention if it is a translucent loose pressed powder, or a pressed powder. Now, translucent powder is definitely not a foundation. It is used to set your liquid or creme foundation to help it look more natural. The pressed powder can be used separate (if you have great skin) or it is used on top of foundation to add a little more coverage.
If you want a powder foundation that will cover your blemishes without having to use a separate foundation under it. Try a mineral foundation. Though, you will need to apply more to get the desired coverage.
