Fist time using makeup. Please Help =)?

Ok so I'm 18 yrs old and I want to star using makeup. I wanted to look natural and to be affordable (preferably at CVS or Walgreens) but since I dont have a girl figure to look up to I'm figuring things on my own. I have combination skin with the "T zone". I've tried this color me beautiful cosmetic brand but I don't know if the toner or the makeup made my skin itchy so I didn't buy it.
Please help me I just want the basic stuff to used.

just to start i'm from England, i've heard of Walgreens and CVS but i've never been so excuse me if what i suggest isn't sold there!)
if you don't like liquid foundation, then opt for a powder foundation, or alternatively there are "liquid" foundations that are in like a solid form that go liquidy with the heat of your fingers which have a powder finish on application. foundation is never that cheap, about
