Will waterproof eyeliner stay longer on my eyes then regular eyeliner ?

I find that within an hour of applying regular eyeliner it all smudges out cos my eyes water a lot and then it looks like i have two black eyes. Would a waterproof eyeliner work better ?
Do you use waterproof or regular eyeliner ?

Some ppl just use it in the summer months when they go swimming
but I use it all year round…
I think if u use a good one,, it will work wonders for you..
