I've found that pencil eyeliners don't last as long as liquids (revlon color stay liner says it lasts for 8 hours and it does, plus the felt tip is easy to use), but if it must be a pencil liner, Urban decay's 24/7 eyeliner lasts for a while. Wetting an eyeshadow is also a strangely effective way to get fairly long lasting eyeliner. No matter what liner you choose, you should use an eyeliner brush to apply a similar color eyeshadow powder over the liner (to keep it lasting longer), and don't rub at your eyes.
